Constitution Notes

Revisions to CAPE Constitution were discussed at the CAPE meeting on 24 September 2004. The revised constitutional notes were further amended at the meeting on 10 December 2004. It was agreed that they should be posted on the website pending ratification at the meeting on 4 March 2005. This having been done, the following has been ratified.

Name

  • to be Child Protection in Education (CAPE). The logo and initials to continue to be "CAPE"

Publications

  • CAPE documentation to be on pale blue paper where possible. However, as most communication is now by email, this is not normally applicable.
  • The CAPE Manifest, to be found on the reverse of the conference folders and on the Home Page of the Website, to continue to be the main document with information about CAPE.
  • Minutes of meeting to be emailed as soon as possible after the meeting - whether other documents are available or not.

Membership Criteria

The following proposals have no effect on the present membership and should be retained.

  • CAPE welcomes members from any local authority or organisation. CAPE is not normally able to accommodate multiple membership from an organisation, though particular instances may be considered.
  • CAPE caters centrally for those within LAs who have responsibility for child protection training for schools.
  • As all CAPE members are of equal standing, there will be no Executive Committee or Elected Officers, although some members perform particular functions on an ad hoc basis e.g. conference organisation.
  • An individual member may perform the function of Treasurer for as long as s/he is willing to do so, and for as long as s/he performs that function satisfactorily.
  • An individual member may hold the membership database for as long as s/he is willing to do so, and for as long as s/he administers it satisfactorily.
  • CAPE acknowledges that the current membership level is manageable, but this should not stop inclusion from other LAs and feel it is likely that the size of the organisation will regulate itself. Therefore division into geographical areas would be disadvantageous and would reduce the effectiveness of the organisation.
  • CAPE believes there should be no attendance requirement for continued membership.
  • CAPE has always existed to support members and the sharing of materials has been vital in providing that support. Ensuring consistent good practice is promoted and delivered. All documents that are shared through CAPE must be copyrighted and acknowledged.

Fees

The membership fee shall be raised to £25, with effect from 1 January 2005.
